The use of non-lethal equipment is an old objective. Since the Declaration of Saint Petersburg at 1868, the international community has concerns about the use of weapons capable of “causing superfluous injury or unnecessary pain.” This principle was consolidated in the Geneva Conventions in 1949 and additional protocols in 1977, that gave basis to the entire doctrine of minor damage expressed in International Humanitarian Law (IHL).

Over time the international non-lethal concept has evolved considerably. The 2020 UN-OHCHR Guidance on Less-Lethal Weapons in Law Enforcement includes new requirements that must be followed by the Police Officers when using chemical irritans.
